Policy & Procedures Office
We are the Budget and Finance Policy and Procedure Office, a centralized team within Penn State’s Office of Budget and Finance dedicated to helping the University community navigate how business gets done. Through our shared services model, we provide a single, reliable place for faculty, staff, and students to access policies, procedures, forms, and business resources. Our work is focused on making complex requirements easier to understand and follow—ensuring that University activities are carried out consistently, efficiently, and in alignment with established rules and expectations.
We serve as trusted partners and provide support to subject matter experts, working across the University to promote strong internal controls, compliance with legal and regulatory requirements, and responsible financial stewardship. By maintaining standardized processes, regularly reviewing and improving procedures, and communicating clear, timely guidance, we support informed decision-making at all levels of the institution. To stay informed about updates to Penn State’s policies, individuals are encouraged to subscribe to the Policy Library newsletter available through the Policy Library website. By visiting Policy Updates, users can access the subscription option and enroll using their University email address. Subscribers receive timely notifications of new, revised, or retired policies, helping ensure they remain aware of changes that may impact their work and responsibilities.
GURU News Announcements
To remain up to date on financial processes, system updates, and business-related announcements, individuals are encouraged to subscribe to the GURU News. By visiting the GURU Technical Support page and selecting “Subscribe to GURU News”, users can sign up to receive updates directly to their University email. These communications provide timely information on changes to forms, procedures, and tools, helping faculty and staff stay informed and aligned with current Budget and Finance practices.
